What Are the Similarities and Differences Between Quality Assessment Frameworks?

The Deming Prize was established in 1951 to recognize quality achievements in Japanese organizations. The award is given to honor Deming, a prominent thinker and innovator who helped Japan overcome the economic crisis after World War II. The Union of Japanese Scientists and Engineers administers the award and it can be awarded in four categories: individuals, companies and other operating organizations, factories and companies located outside of Japan. Several criteria are used for the award: top management; human Resource Management; organizational structure and operation; daily management; policy management; relationship with ISO 9000 and ISO 14000; insurance quality; new product and technology development; process control; evaluation and quality audits; activities covering the entire cycle; supplier management; cross-functional management; environmental and safety management; Education and training; relationships with customers, suppliers and shareholders; and continue to secure profits.

The European Quality Award was established in 1992 to promote quality in European companies. This award evaluates organizations based on nine criteria: leadership, policies and strategies, people (employee) management, resources, processes, customer satisfaction, people (employee) satisfaction, impact on society, and business.

Similar to the Deming Award and the European Quality Award, the US government created the Malcolm Baldrige National Quality Award (MBNQA) in 1987 to promote awareness of quality excellence, to recognize US companies’ quality achievements, and to publicize successful quality strategies. The dual objectives of the Baldrige criteria are to increase value for customers, resulting in market success, and to improve overall financial and corporate performance to meet the needs of shareholders, owners and other stakeholders. The National Institute of Standards and Technology (NIST) administers the award and it can be awarded annually in six categories such as manufacturing, service, small business, health care, education and non-profit organizations. The MBNQA criteria are built on the following set of core values ​​and concepts:

(1) visionary leadership,

(2) customer driven excellence,

(3) organizational and personal learning,

(4) value employees and partners,

(5) agility,

(6) focus on the future,

(7) managing innovation,

(8) management based on facts,

(9) social responsibility,

(10) focus on results and create value, and

(11) systems perspective.

I’m sure you can understand the high-level overview of the quality assessment framework. Let’s compare the frameworks now. Several years ago, I conducted a literature review in Quality Management as part of my doctoral dissertation and found the similarities and differences between these frameworks below.

Commonalities: Quality Management criteria such as Customer focus, Leadership, Quality planning, Human resource development, Information management, Process management, Supplier relations, Social responsibility and business results are used to assess an organization’s quality approach within these three frameworks.

Difference: “Benchmarking” Quality Management Criteria is not considered in the Deming prize. But these criteria are used in the European Quality Award & MBNQA. Similarly, the “Organizational culture” criterion is not considered in the MBQNA, but is used in the European Quality Award & Deming prizes.

Organizations can use any of the frameworks mentioned above to access their quality approach. However, I think developing a customized framework taking into account some of the criteria of this framework and taking into account the organization’s core values ​​would be a better approach to accessing an organizational quality approach.
